Here's a link to a page I'm working on that helps you build a webpage. It's written in JavaScript, but I don't know how to produce the HTML code for the page yet, so it really isn't of much use unless you want to play around with it for fun. I'm going to be updating it so come back soon to see new features! Create a Webpage! I also made this "Create a Webpage" page written in PHP and it does generate HTML code. I believe it is much better than the JavaScript one. You can make simple webpages with little to no knowledge of HTML, but it is far from being as easy as a WYSIWYG editor. It still does not compare to professional (and even many free) webpage creators. Mozilla has a good free HTML editor and also CoffeeCup. Nvu is another good WYSIWYG editor. Before you open the annoying webpage, I want to let you know that you should not open it unless your browser has a popup blocker. The "annoyingness" doesn't work unless you enable popups, but if you ever want it to stop (without shutting down your computer), make sure you can turn popups off.
